Extreme Hydrological Shifts Straining Global River Basins, UN Weather Agency Warns
More than half of global water catchments experienced abnormal river discharge over the past year, according to preliminary analysis from the World Meteorological Organization. The findings, set to feature in the agency’s upcoming Global State of Water Resources Report, highlight how escalating climate variability is destabilising freshwater ecosystems and threatening infrastructure from municipal supplies to regional hydropower grids.
The assessment indicates that shifting precipitation patterns and sustained high global temperatures have accelerated severe hydrological imbalances worldwide. Major river systems, including the Niger and Congo basins in Africa, face compound risks from prolonged droughts interspersed with heavy rainfall events. These fluctuations disrupt seasonal agricultural calendars, diminish soil moisture levels, and reduce baseline generation capacity across critical hydroelectric networks.
“Water is the primary medium through which climate change is experienced, yet global hydrological monitoring remains severely underfunded. Without precise, cross-border data-sharing mechanisms, nations cannot adequately plan for compounding water insecurity,” said Celeste Saulo, Secretary-General of the World Meteorological Organization.
Climate volatility accelerates catchment degradation and water stress
The report relies on data collected through satellite hydrological monitoring, ground observation networks, and regional runoff modelling. Researchers found that atmospheric warming is intensifying the hydrological cycle, increasing evaporation rates while altering the frequency and intensity of severe rainfall events.

These structural shifts create acute challenges for transboundary river basin authorities. In West and Central Africa, prolonged dry spells have depleted natural reservoir levels, forcing municipal authorities to institute emergency water rationing while increasing operational costs for agricultural producers.

To mitigate escalating risks, the World Meteorological Organization urges national governments and international funding institutions to prioritize investments in hydrological infrastructure and governance frameworks. Key action items outlined in the report include:

The agency stresses that securing future freshwater stability will require binding transboundary agreements and immediate investments in adaptive catchment management, warning that delayed action will worsen socio-economic instability across water-stressed regions.
