For years, Nigeria’s flood season has followed an uncomfortable routine. Forecasts are released, vulnerable communities are identified, and residents are urged to take precautions. Then the rains intensify, waterways overflow, and the familiar cycle of displacement, damaged infrastructure and lost livelihoods begins again. The question facing the country today is no longer whether flood warnings are being issued — it is whether those warnings are being converted into timely, life-saving action.
A detailed forecast meets peak flood season
That question carries particular weight in 2026. Back in April, the Nigeria Hydrological Services Agency (NIHSA) released its most detailed Annual Flood Outlook yet. It identified 14,118 communities across 266 Local Government Areas in 33 states and the Federal Capital Territory as high flood risk this year. A further 15,597 communities in 405 LGAs were classed as moderate risk. Major urban centres, including Abuja, Lagos and Port Harcourt, were flagged for severe urban inundation, alongside coastal states such as Bayelsa and Delta.

Now, deep into the July–September rainy season peak, those figures are being tested against reality. In Kaduna, a state-specific NIHSA advisory issued in July identified 166 vulnerable communities in Lere Local Government Area alone, including 16 schools, three health facilities and three places of worship. Elsewhere, flooding has already displaced families, damaged property and, in several states, claimed lives — the exact outcomes the outlook was designed to prevent.
When early warnings save thousands
Nigeria is far from alone in facing this challenge. The global record shows a stark contrast between warnings that work and warnings that fail.
Bangladesh offers one of the clearest examples of a warning system that saves lives. A 1970 cyclone killed an estimated 300,000 to 500,000 people. In response, the country built a Cyclone Preparedness Programme combining coastal radar stations, more than 40,000 trained volunteers and a network of purpose-built shelters. The system has been tested many times since. When Cyclone Sidr struck in 2007, more than three million people were evacuated beforehand, and the death toll was a fraction of what earlier storms had caused. During Cyclone Mora in 2017, over a million people were moved from low-lying coastal areas, and only nine deaths were recorded. The danger had not lessened. What changed was the system’s ability to move a warning from a radar screen to a family’s doorstep within minutes.
When warnings are issued but not heeded
The opposite scenario played out in Libya in September 2023. Storm Daniel brought extreme rainfall to the coastal city of Derna. In the early hours of 11 September, two ageing dams above the city collapsed, releasing an estimated 30 million cubic metres of water. Engineers had warned for years that the dams were at risk. Residents said they were told to stay indoors rather than evacuate. By the time the Ministry of Water Resources issued an urgent evacuation call, minutes after the dams had already burst, it was too late. Death toll estimates range from 4,500 to more than 11,000 people, making it one of the deadliest flood disasters in modern African history.

A subtler, but equally instructive, failure unfolded in Germany’s Ahr Valley in July 2021. Unlike Derna, the warning infrastructure was sophisticated. The European Flood Awareness System sent more than 25 alerts to national authorities up to four days before the rain began, correctly flagging extreme rainfall over the Rhine and Meuse basins. Yet those warnings never reliably reached the people living along the Ahr river. Local crisis teams were activated too late, and sirens and loudspeaker warnings came only hours before the flood struck. More than 180 people died, making it Germany’s deadliest flood in nearly six decades. Researchers who reviewed the disaster concluded the forecast itself was not the failure. The failure was in the last mile, between the warning being issued and the warning being understood and acted upon by ordinary residents.
The lesson for Nigeria
These cases point to one lesson that bears directly on Nigeria’s situation. A forecast, however precise, only saves lives if it is paired with community-level communication, pre-positioned evacuation routes and shelters, and public trust built well before the water rises. Bangladesh succeeded because it invested for decades in that last mile: volunteers, sirens and shelters embedded in the communities most at risk. Libya and Germany, despite very different levels of institutional capacity, both failed at that same last mile, with devastating results.
NIHSA’s 2026 outlook gives Nigeria a genuinely detailed map of where flooding is likely to strike. What remains less certain is whether that map is being matched, community by community, with evacuation plans, functioning drainage and warning systems that reach residents in time — not simply whether the forecast was accurate, but whether anyone acted on it.
